I don't think Wake would be kicked out

I do think a buyout wouldn't be out of the question.

If they are only producing 1k alumni a year and most of those settle away from NC then it will be hard to fill a stadium. In the past they had some local support but I sense that support is going to the other 3 home teams these days.

There will probably be a time in the near future where they need to decide if the 20 million for football the ACC is giving them is worth it. They need ticket and donor money to keep up and with so few donors they may be better concentrating those funds on basketball.

I figure the ACC would allow Wake to stay on if they wanted to drop football (especially if ND was the replacement).

Buying out Wake football to open a spot sounds much more lucrative to me than adding a team like Navy or UConn.
